In-vitro diagnostic tests

On November 30, 2023, the entity managing the DRG system in Switzerland, SwissDRG, published the final version of the 2024 DRG system. In total, 34 new DRGs were introduced, and they concern cardiovascular, endocrine, gastrointestinal, men’s health, nephrology and urology, neurology and neurosurgery, neuromodulation, obstetrics and gynecology, orthopedics, pulmonary, and some other technology groups. Also, two new add-on reimbursement categories were introduced.

In November 2023, the Belgian National Institute for Health and Disability Insurance (INAMI-RIZIV) announced the budget reduction for reimbursement of clinical laboratory services by 15% from January 2024. INAMI-RIZIV considers this reimbursement still sufficient and will reallocate released funds to other projects in health care. The reduction will not impact molecular biological and genetic testing.

In October 2023, the Clinical Coding and Schedule Development (CCSD) working group, which develops and maintains procedural and diagnostics nomenclatures for private payers in England, published Bulletins with changes to be implemented no later than December 7, 2023. Eight new procedure codes (concerning endoscopy, gastrointestinal, interventional radiology, neurology and neurosurgery, orthopedics, and men's health) and three new diagnostic codes were introduced.

In late October 2023, the Basque Office for Health Technology Assessment (OSTEBA) is working on several HTAs, including the evaluations in the cardiovascular, diagnostic imaging, e-health, ENT, ICU/OR, nephrology and urology, IVD, neurovascular, obstetrics and gynecology, surgical procedures, and some other fields.

On September 27, 2023, the Italian Ministry of Health released a decree with which they adopted the launch of the new national screening program, which will be launched in January 2024. The screening program will screen children for type 1 diabetes and celiac disease.

The revised EBM (German Uniform Evaluation Standard) catalog came into force on October 1, 2023. The most significant changes concern the introduction of the new EBM codes for several IVD tests, prostate-specific membrane antigen (PSMA) positron emission tomography, as well as for stereotactic radiosurgery (SRS) in vestibular schwannomas.

On September 28, 2023, the Dutch Healthcare Authority (NZa) published the second release of the DRG package for 2024 (RZ24b). One new procedure code, two new supplementary payments, and three new DRGs will be implemented across in-vitro diagnostics, urology, and cardiovascular technology groups.

In late September 2023, the Norwegian Directorate of e-Health released an updated version of the Norwegian Laboratory Code (NLK) system and associated tariffs to be implemented no later than November 1, 2023. A total of 123 new codes were added, 50 codes were terminated, and 69 codes were amended.

In September 2023, the Health Sciences Institute in Aragon (IACS) is working on several HTAs, including evaluations in diagnostic imaging, endocrine, IVD, neuromodulation, orthopedics, peripheral vascular, and some other fields.

In September 2023, the following method assessments were initiated as a part of a framework for the managed introduction of innovations "New Methods" for cardiovascular, e-health, endocrine, gastrointestinal, IVD, men’s health, neurology and neurosurgery, neuromodulation, robotic surgery, and some other fields.

At early September 2023, the new version of the classification of procedure codes (CCAM v.73) was published. Several changes were introduced, including the creation of two permanent codes, one provisionally registered code, and three new grouping codes for 280 dental procedures.

In September 2023, several ongoing mini-HTA assessments for e-health, gastrointestinal, IVD, neurology and neurosurgery, peripheral vascular, pulmonary and airways, and some other fields are evaluated as a part of a framework for the managed introduction of innovations "New Methods" in Norway.
