Draft Order amending the Common Package of Benefits of the Spanish National Health System
On September 5, 2025, the Ministry of Health opened a public consultation on a Draft Ministerial Order to update the Common Package of Benefits of the National Health System (NHS). The Draft also amends Order SND/606/2024, which created the Advisory Committee on Genetics Services. The key planned changes are expected in diagnostic imaging, endocrine, gastrointestinal, in-vitro diagnostics, neurology and neurosurgery, and obstetrics and gynecology fields. Some examples are provided below:
- Updating the package of public health services by including multiple conditions in the neonatal screening program (primary carnitine deficiency, severe combined immunodeficiency, spinal muscular atrophy, 3-hydroxy-3-methylglutaric aciduria, and some others);
- Renaming the Neonatal screening program for endocrine-metabolic diseases to the Neonatal screening program for congenital diseases via heel prick test;
- Expansion of colorectal cancer screening up to age 74; the screening test is the fecal occult blood test;
- Inclusion of preeclampsia in the prenatal screening program. The screening test is a first-trimester combined screening test for preeclampsia, consisting of a biochemical assessment with determination of PlGF (placental growth factor) or PAPP-A (glycoprotein synthesized in the trophoblast), an ultrasound assessment of the uterine artery pulsatility index (UtA-PI), and measurement of mean arterial pressure (MAP);
- Modification of the age limit for patients with premature clinical ovarian failure accessing in vitro fertilization (IVF) with donated oocytes.

The hearing and public information procedures aim to gather opinions from citizens with rights or interests affected by a drafted regulation, directly or through representative organizations, as well as any additional contributions from other individuals or entities.
