Ongoing HTAs by AVALIA-T in Spain in November 2024

In November 2024, the Galician Agency for Health Technology Assessment (AVALIA-T) is working on several HTAs, including in cardiovascular, e-health, ICU/OR, in-vitro diagnostics, neurology and neurosurgery, neuromodulation, orthopedics, pulmonary and airways, radiotherapy, surgical procedures, and some other fields.

Dutch Healthcare Authority updates in the policy framework for small-scale experiments since 2025

In November 2024, the Dutch Healthcare Authority (NZa) published an updated regulation and policy framework for small-scale experiments to introduce innovations, which will enter into force on January 01, 2025. The small-scale experiments for introducing innovations apply to innovative medical procedures that improve the organization and provision of patient care (including online consultation, telemonitoring, home neuromodulation, school counseling, etc.) but do not have enough evidence to obtain coverage within basic health insurance.

Implementation of the reinforced care pathways framework in France

On November 17, 2024, the French Ministry of Health and Access to Care published an Order in the Official Journal of the French Republic on the support and reimbursement of reinforced care pathways – a direct outcome of the experimental projects under Article 51 of the Social Security Financing Act of 2018, which aimed to innovate healthcare delivery and financing models. The new framework aims to enhance the coordination and quality of care for patients with complex health needs and provides financing for coordinated care projects.

Designation of Benchmark centers of the Spanish National Health System in October 2024

In October 2024, the Agreements on new pathologies and procedures for the care of which it is necessary to designate Benchmark centers, departments, and units of the National Health System (CSURs) were approved in the cardiovascular, endoscopy, gastrointestinal, nephrology, and urology, obstetrics and gynecology, surgical procedures, neuromodulation, and peripheral vascular fields. In addition, several CSURs were designated or redesignated for previously approved pathologies and procedures.

The 2025 version of the Swiss CHOP code nomenclature published

On October 31, 2024, the Swiss Federal Statistics Office (UFS) released the systematic version of the procedure code (CHOP) nomenclature for 2025. The nomenclature is now available in German, Italian, and French languages and will come into force on January 1, 2025. Multiple new procedure codes were introduced in various fields, including endoscopy, extracorporeal treatments, in-vitro diagnostics, interventional radiology, obstetrics and gynecology, orthopedics, and radiotherapy.

The "Subsidy scheme for promising care" will be discontinued in the Netherlands

In October 2024, the Ministry of Health, Welfare, and Sport decided to discontinue the "Subsidy scheme for promising care," which was implemented in 2019 to support the development of missing clinical and economic evidence for promising care that otherwise cannot be covered within basic health insurance. There are 28 ongoing projects, and some new projects will be awarded the subsidy in the 2025 round.

The final version of the 2025 OPS procedure coding classification released in Germany

On October 24, 2024, the BfArM (Federal Institute for Drugs and Medical Devices) published the final version of the 2025 OPS procedure coding classification. The OPS, together with the ICD-10-GM (International Statistical Classification of Diseases and Related Health Problems, 10th revision, German Modification), forms the basis for the reimbursement systems in outpatient and inpatient care in Germany. Multiple new procedure codes were introduced in several fields, including cardiovascular, endoscopic, peripheral vascular, and robotic surgery.

Med Tech-related health technology assessments from NIHR in October 2024

In October 2024, the National Institute for Health and Care Research (NIHR) in England released seven Med Tech-related assessments in its HTA Journal, which concerned the Genedrive kit, timing of stoma closure in neonates, interventions in perceptual disorders after stroke, revascularisation strategy for chronic limb ischemia, MRI software and cognitive fusion biopsies in prostate cancer, transperineal prostate biopsy devices, and ultraviolet therapy in severe eczema. HTA Journal publishes research reports on the effectiveness, costs, and broader impact of health technologies for those who use, manage, and provide care in the NHS and informs NICE guidance.
