2026 Swedish procedure coding system (KVÅ) released

On October 27, 2025, the annual update of the Swedish procedure coding system (KVÅ) was released to come into force on January 1, 2026. A total of 35 new surgical (KKÅ) procedure codes were added in the fields of nephrology and urology, obstetrics and gynecology, interventional radiology, men’s health, and radiotherapy. Furthermore, 90 new medical (KMÅ) procedure codes were introduced concerning diagnostic imaging, radiology, gastrointestinal, and other fields.

A new coverage with evidence development scheme is expected in the Netherlands

In October 2025, the Dutch Healthcare Institute (ZIN) published the plan for implementing the program, “Reimbursement within Research,” which allows temporary reimbursement under basic health insurance during the research period for existing medical specialist care and medical devices with limited evidence of effectiveness. The Minister of Health, Welfare, and Sport will consider the ZIN implementation plan and decide whether to initiate the program. If the decision is positive, the program's launch is expected in the fourth quarter of 2025.

Positive HAS opinion for regular reimbursement of NGS panels in two indications in France

On October 21, 2025, the French National Authority for Health (HAS) issued positive opinions on the inclusion of targeted next-generation sequencing-based panels for patients with multiple myeloma and lung cancer in the NABM Nomenclature for regular reimbursement. Currently, these tests are temporarily reimbursed within the innovative payment scheme (RIHN). These HAS assessments are performed as a part of the RIHN reform and ‘cleaning up’ the List of temporarily covered tests.

Swiss Federal Council approves adjustments to the comprehensive outpatient reimbursement system

On November 5, 2025, the Swiss Federal Council approved a set of adjustments and additions to the new comprehensive outpatient tariff system, which comprises TARDOC and the outpatient flat rates. The implementation of changes before the system's launch on January 1, 2026, was requested by the tariff partners in July 2025. The adjustments primarily affect emergency services, oncology, wound care, and pathology.

Changes in the OPCS procedure coding classification to take effect in April 2026 in England

In November 2025, NHS England released a final summary of core changes between OPCS-4.10 and OPCS-4.11, a procedure coding classification updated every three years. Multiple changes were implemented, including 572 new four-character (subcategory) codes in various fields, such as cardiovascular, peripheral vascular, diagnostic imaging, endoscopy, gastroenterology, urology and nephrology, obstetrics and gynecology, men’s health, neurology and neurosurgery, pulmonology, orthopedics, spine, interventional radiology, and radiotherapy. OPCS-4.11 is expected to take effect on April 1, 2026.

Two thematic horizon scans in the cancer field were launched in Sweden

In October 2025, the Swedish Dental and Pharmaceutical Benefits Agency (TLV) launched two new thematic horizon scans focusing on cancer care. The scans aim to identify innovative medical technologies that may be evaluated within the national Orderly introduction framework for medical technologies. Stakeholders, including industry representatives, are invited to submit proposals by November 30, 2025.
