Draft Order amending the Common Package of Benefits of the Spanish National Health System
In March 2025, the Draft Order amending the Common Package of Benefits of the National Health System (NHS) and some other related legislative orders were released for public consultation. The main objectives of the Order are as follows:
- Update the common package of public health services in the areas of public health surveillance and rapid preparedness and response to public health alerts and emergencies;
- Update the common package of primary care services of the NHS related to information and surveillance activities for health protection;
- Include the following in the neonatal screening program: propionic acidemia, primary carnitine deficiency, very long-chain acyl-CoA dehydrogenase deficiency, methylmalonic acidemias (isolated methylmalonic acidemia and methylmalonic acidemia with homocystinuria), isovaleric acidemia, severe combined immunodeficiency, spinal muscular atrophy, and 3-hydroxy-3-methylglutaric aciduria. Additionally, the name of the Endocrine-metabolic disease neonatal screening program will be changed to the Congenital diseases neonatal screening program through heel prick testing;
- Expand colorectal cancer screening to include individuals up to 74 years of age;
- Modify the composition of the Advisory Committee for the common package of services in the genetics area to include the participation of patients;
- Eliminate the age limit for specific criteria for patients with premature ovarian failure to access in vitro fertilization (IVF) with donated oocytes, ensuring equity;
- Clarify that rehabilitation in specialized care for patients with functional deficits aims to facilitate, preserve, or restore the greatest possible degree of functional capacity and independence in order to maintain maximum autonomy and reintegrate them into their usual environment and remove the term “recoverable” in the relevant sections;
- Modify the identification system for funded ortho-prosthetic products and provide further clarification on the inclusion, alteration, and exclusion process from the offer of ortho-prosthetic products.
