Publication Digest: The role of European HTA agencies in relation to the governance of medical technologies: a discourse analysis of academic literature

MTRC shares the most relevant and impactful publications in the field of market access and HEOR for medical technologies in Europe through its Publications Digest. 

In a recent publication, Michels et al. explored how academic literature conceptualizes the role of HTA agencies in governing medical technologies across Europe. Using a systematic search and discourse analysis of 119 publications, the authors aimed to advance policy discussions by mapping dominant perspectives in the literature. 

The findings revealed five key discourses, highlighting a shift from traditional evidence appraisal roles toward broader functions, including stakeholder coordination, support for evidence generation in MedTech, and critical reflection on HTA agencies’ normative orientation and clinical expertise. The authors concluded with recommendations to inform future policy development and research.
