EU HTA Publication Digest: Development of a Performance Measurement Framework for European Health Technology Assessment: Stakeholder-Centric Key Performance Indicators Identified in a Delphi Approach by the European Access Academy

In a recent publication, Julian et al. developed a stakeholder-centric framework of key performance indicators (KPIs) to support implementation of the EU HTA Regulation across Europe using a modified Delphi approach. The authors prioritized sets of KPIs across patients, clinicians, health technology developers, and health systems, focusing on themes such as PICO alignment, joint clinical assessment processes, equity, transparency, and time to access and decision-making. The framework represents a step towards generating systematic multi-stakeholder evidence to support the successful implementation of the EU HTAR.
