In April 2023, Swedish Medical Technologies Product (MTP) Council recommended that Magtrace and Sentimag be used for locating sentinel lymph nodes in breast cancer. The products were evaluated within the Orderly introduction framework, in which all Swedish regions collaborate to manage the national introduction of innovative medical technologies.

In the middle of April 2023, the French National Authority for Health (HAS) published a decision modifying its internal regulations establishing the “Commission for the Evaluation of Diagnostic, Prognostic, and Predictive Technologies (CEDiag)”. This Commission is responsible for preparing the opinions and decisions of the HAS relating to the evaluation of health technologies for diagnostic, prognostic or predictive purposes.

In April 2023, the Clinical Coding and Schedule Development (CCSD) working group, which develops and maintains procedural and diagnostics nomenclatures for private payers in England, published Bulletins 189 and 085 with changes to be implemented no later than June 15, 2023. Eighteen new procedure codes (concerning cardiovascular, endocrine, endoscopy, gastrointestinal, interventional radiology, neuromodulation, peripheral vascular, robotic surgery, men's health, and general surgery fields) and eight new diagnostic codes were introduced.

The authors also provided recommendations for the structure of a potential new Accelerated Access Pathway for innovative, high-risk (in particular implantable and class III) medical devices which would fit the pan-European context and safely accelerate patient access.

On March 31, 2023, the Agency for Technical Hospital Information published the 2023 DRG tariffs and tariffs for other packages and supplements.

In a recent publication, Otten et al. conducted a comprehensive review of methods for uncertainty assessment in model-based health economic evaluations. The authors identified a total of 80 uncertainty methods and categorized them into identification, analysis, and communication methods. The findings of this review can support analysts and decision-makers in selecting appropriate uncertainty assessment methods for their purposes and stage of assessment.

On April 5, 2023, the Innovation Committee at the Federal Joint Committee (G-BA) announced the selection of thirteen applications for Innovation Funding for the development or further development of the clinical guidelines. A total of 31 applications were received in response to the funding announcement of June 27, 2022, and thirteen of them were accepted.

In a recent publication, Gensorowsky et al. reviewed the legal framework and challenges for market access and pricing of digital health applications (DiGA) in German statutory health insurance (SHI) settings. In addition, the authors provided an evidence-based approach to value-based DiGA pricing that considers the positive healthcare effects and approximates the willingness to pay by the sickness funds. The proposed approach can provide objective guidance for price negotiations, although numerous methodological and procedural issues related to DiGA pricing are still unsolved.

In April 2023, NHS England published an updated version of the National Genomic Test Directory for 2023/2024, which lists tests commissioned by NHS England via Genomic Laboratory Hubs. Sixteen new codes (test-indication combinations) were introduced in the Test Directory for cancer, and 25 new codes in the Test Directory for rare and inherited diseases.

On March 31, 2023, the Ministry of Health and Prevention published the Decree in the Official Journal of the French Republic that defines an application process for the early coverage of digital medical devices for therapeutic purposes and medical telemonitoring by health insurance.

In April 2023, the Dutch Healthcare Institute (Zorginstituut Nederland, ZIN) published the updated 2023 version of the assessment framework of the "state of science and practice" criteria, including the assessment framework itself, modules with additional explanations for its application, and other information material.
