National tariffs for outpatient specialist care postponed to April 2024 in Italy

The LEA document from 2017 defines the guaranteed basket of benefits for the Italian population, including outpatient specialist services with IVD tests and prosthetic care (Annexes 4 and 5, respectively). Although the LEA document was brought in 2017, the national tariffs for these Annexes still needed to be established. The only national tariffs (used by the Regions as a reference for developing regional tariffs, which are actually used for reimbursement of services) were from 2012.

After the draft decree defining the reimbursement tariffs for the 2017 LEA catalog submitted to the State-Regions Conference in January 2022 was rejected, a new draft decree was presented in September 2022. In April 2023, the Italian Ministry of Health eventually announced that the national tariffs for outpatient specialists and prosthetic care were approved.

In August 2023, the approved tariffs for the 2017 LEA were updated with the Decree of the Ministry of Health in agreement with the Ministry of Economy and Finance. They were expected to enter into force in January and April 2024 (outpatient specialist and prosthetic care, respectively).  However, in late December 2023, the Ministry of Health postponed the adoption of the new tariffs for outpatient specialist services to April 1, 2024, due to the technical inability of the Regions to implement the change in time.
