The Ministry of Health has expanded the Nomenclature of medical services in Russia

In December 2020, the Ministry of Health has expanded the Nomenclature of medical services in Russia. Section II of "Nomenclature of medical services" will contain new procedure codes that relate to medical interventions in obstetrics and gynecology.

Section "A" includes medical services which aim at the prevention, diagnosis and treatment of diseases, medical rehabilitation and have an independent complete meaning. Fourty-three services were added to section "A". The most important new services are are listed below:

  • Auscultation of the fetus using a fetal Doppler (A02.20.007);
  • Ultrasound cervicometry (А04.20.001.004);
  • Fetal neurosonography (A04.23.001.004);
  • Different types of fetal ultrasound (A04.30.001.001 - A04.30.001.008);
  • Fetal ECG (A05.30.018).

Section "B" includes medical services, which are a set of medical interventions aimed at the prevention, diagnosis and treatment of diseases, medical rehabilitation and have an independent complete meaning. Six new items were added to Section "B":

  • Epidural analgesia (B01.003.004.006.001);
  • Patient-controlled epidural analgesia (B01.003.004.006.002);
  • Spinal analgesia (B01.003.004.007.001);
  • Spinal epidural analgesia (B01.003.004.008.001);
  • Intravenous analgesia (B01.003.004.009.001);
  • Patient-controlled intravenous analgesia (B01.003.004.009.002).

Changes were also made to the description of some codes.

It publishes the updates on its website two weeks before the implementation, while the files with the changes are sent to the hospital systems. Three new procedure codes were introduced, related to robotic laparoscopy in gynecology, brachytherapy in prostate tumor, and autologous bone marrow aspirate concentrate (BMAC) for osteochondral defects of the knee. During presentation at the conference "Medicine and quality - 2020", Deputy Minister of Health of the Russian Federation, Evgeniy Kamkin, released information about the volume of High-End Medical Care in 2020. The volume of High-End Medical Care in the first ten months of 2020 decreased by an average of 10% compared to the same period in 2019. The reason for the decrease in the provision of High-End Medical Care was the re-profiling of medical organizations for the fight against COVID-19.

The classification of software is given depending on the potential risk of its use. MTRC has completed reimbursement report for robotic surgery in 11 EU countries. Procedure codes are available only in number of geographies, including Belgium, Denmark, England, Germany, Norway, Sweden and Switzerland. Robotic-specific procedure codes are not available in Austria, France, Italy and the Netherlands.

It covers number of elements including united information system in health care, exchange of information about stakeholders in health care, ability to perform teleconsultation, remote monitoring and to issue electronic prescriptions.

Our analysis of creation of procedure codes for TAVI in 11 European markets shows different speed in creation of codes, but in general it was a quick process (1.8 years on average). However, in all markets, availability of procedure code did not automatically lead to reimbursement or appropriate reimbursement.
