Dutch Healthcare Authority updates in the policy framework for small-scale experiments since 2025

The objective of small-scale experiments for the introduction of innovations, managed by the Dutch Healthcare Authority (NZa), is to allow healthcare providers and insurance companies to have short-term, small-scale projects to improve the provision of care or make the delivery of care more efficient. The scheme is considered a coverage with the evidence development program.

The program, implemented in 2019, applies to innovative medical procedures that improve the organization and provision of patient care (including online consultation, telemonitoring, home neuromodulation, school counseling, etc.) but do not have enough evidence to obtain coverage within basic health insurance. 

In November 2024, the NZa published an updated regulation and policy framework for small-scale experiments to introduce innovations. Most of the changes concern textual clarifications and improvements to the policy rule in line with the terms used in the Health Insurance Act (Wmg). The following key changes will be implemented: 

  • The process of processing an application has been brought more into line with the General Administrative Law Act;
  • Participants can also contribute to the interim and final evaluation of an experiment;
  • Explicitly stated that the experiment must be terminated if a regular reimbursement is established.

The updated regulation and policy framework for small-scale experiments to introduce innovations will enter into force on January 01, 2025.
