Norway's participation in the EU HTAR framework starting from January 2025
Starting January 12, 2025, Norway will join the EU Health Technology Assessment Regulation (HTAR) framework, a collaborative European initiative for method assessments.
In 2024, a national working group assessed how to integrate HTAR into the Norwegian "New Methods" framework. This work involved selecting methods for Joint Clinical Assessments (JCAs), adjusting timelines, engaging healthcare providers, and incorporating health economic evaluations for JCAs. The national collaboration will continue in 2025, involving key stakeholders such as the Norwegian Medical Products Agency (NOMA), the Secretariat for New Methods, four Regional Health Authorities, Hospital Procurement, and healthcare providers.
Norway is represented in the HTA Coordination Group (HTACG), the steering body for HTAR, by two interregional technical directors and representatives from NOMA. Additionally, NOMA will play a central role in HTAR, including representing Norway in all sub-groups for JCA and Joint Scientific Consultation (JSC) and contributing to the development of JCAs for medicines and medical devices.
In 2025, JCAs will focus exclusively on medicines, with assessments for medical devices scheduled to begin in 2026.
