Launch of the national newborn screening for spinal muscular atrophy in Sweden

On August 30, 2023, the National Board of Health and Welfare introduced national screening for spinal muscular atrophy (SMA) in newborns. The screening test will identify children with homozygous deletion in the SMN1 gene and 1–3 copies of the SMN2 gene. As a result, those affected by the most severe forms of SMA can receive treatment before the onset of symptoms.

2023-2024 Framework Contract entered into force in Romania

On July 1, 2023, the updated Framework Contract that defines Romania's social health insurance benefit package entered into force. The Framework Contract defines the SHI benefits package, the conditions for providing services and payments. The updated Framework Contract will be valid for the years 2023-2024.

Recommendations about add-on reimbursement for medical devices in France in August 2023

The French National Authority for Health (HAS) released new recommendations about add-on reimbursement of medical devices and medical aids from the meetings of the National Commission for Evaluation of Medical Devices and Health Technologies (CNEDiMTS) in August 2023. Eight recommendations were published in relation to the registration, modification of registration conditions, and renewal of registration for devices in the List of reimbursable products and services (LPPR). Opinions concern cardiovascular, peripheral vascular and neurovascular devices, as well as medical aids.

MedTech-related technology assessments and clinical guidelines from NICE in August 2023

In August 2023, the National Institute for Health and Care Excellence (NICE) published one new Interventional Procedure Guidance (aortic valve reconstruction with glutaraldehyde-treated autologous pericardium for aortic valve disease) and one new Diagnostic Guidance (quantitative faecal immunochemical testing to guide colorectal cancer pathway referral in primary care). Also, five clinical guidelines were updated.

In August 2023, the Evaluation and Planning Service of the Canary Islands Health Service (SESCS) is working on several HTAs, including evaluations in the cardiovascular, endocrine, neurology and neurosurgery, orthopedics, surgical procedures, and some other fields.

The annual call for changes in UK national screening programs was rescheduled

In August 2023, the UK National Screening Committee (UK NSC) announced that the annual call for new topics is rescheduled. The next call will open from July 1 to September 30, 2024, and there will be no annual call in 2023. During the call, stakeholders can propose potential new screening programs or new technologies not yet considered by the UK NSC.

Publication Digest: Recommendations on the Selection, Development, and Modification of Performance Outcome Assessments: A Good Practices Report of an ISPOR Task Force

MTRC shares the most relevant and impactful publications in the field of market access and HEOR for medical technologies in Europe through its Publications Digest. In a recent publication, Edgar et al. introduced Performance Outcome assessments as a valuable tool that indirectly assesses the meaningful aspects of health for evaluating the clinical benefit of therapeutic interventions. These assessments involve standardized tasks actively undertaken by patients, reflecting their various important functional skills, especially when self-report is limited, or heterogeneity is a concern. However, the authors underscored the importance of adhering to established good practice recommendations for other clinical outcome assessment types, which remain directly applicable.

The preliminary version of the 2024 OPS procedure coding classification released in Germany

On August 11, 2024, the BfArM (Federal Institute for Drugs and Medical Devices) published the preliminary version of the 2024 OPS procedure coding classification. The OPS, together with the ICD-10-GM (International Statistical Classification of Diseases and Related Health Problems, 10th revision, German Modification), forms the basis for the reimbursement systems in inpatient and outpatient care in Germany.
