Operation Zero report on carbon emissions from Belgian healthcare sector
In February 2025, the Belgian National Unit for Health and Environment published a report on the Operation Zero study, which examines carbon emissions from Belgium's healthcare sector. This study was conducted as part of the Third National Environment-Health Action Plan (NEHAP-3) in collaboration with the European Operation Zero project, managed by Healthcare Without Harm (HCWH) Europe.
The Belgian Operation Zero report comprises three key documents:
- An overview of greenhouse gas emissions from the healthcare sector;
- A roadmap outlining projected emission trends and proposing policy measures to reduce them, accompanied by a technical addendum detailing the study’s methodology, assumptions, and limitations;
- An implementation framework and action plan with concrete recommendations on governance, progress monitoring, and targeted areas for action.
The study found that the healthcare sector is responsible for 5% of Belgium’s total greenhouse gas emissions. If no action is taken, these emissions could rise by 61% by 2050.
To address this, the action plan recommends measures across several domains, including renewable energy adoption, climate-neutral infrastructure, sustainable waste management, greener healthcare supply chains, and improved healthcare system efficiency.
