Patient participation in the working groups dependent on the Benefits Commission in Spain
In January 2025, the General Directorate of the Common Package of Benefits of the National Health and Pharmacy System released a Resolution regarding the participation of patients in the working groups dependent on the Commission of Benefits, Insurance, and Financing (CPAF). This Resolution officially endorses patient involvement in CPAF working groups to enhance the legitimacy and inclusivity of healthcare policy decisions.
The Royal Decree 1030/2006 regulates the CPAF, which is responsible for evaluating healthcare services, technologies, and procedures for potential inclusion in the National Health System. The Commission may consult experts and create working groups to facilitate decision-making. Following meetings in 2022 and 2023, the CPAF recognized the value of patient participation and developed a framework for their inclusion. Patients or caregivers will be nominated by federations or associations and must meet eligibility criteria, sign confidentiality and conflict-of-interest agreements, and participate voluntarily. Additionally, they will receive basic training before joining working groups.
