Common Package of Benefits updated in Spain
On May 13, 2025, the Common Package of Benefits of the Spanish National Health System (NHS) was amended (by Order SND/454/2025 of May 9, 2025). The Common Package of Benefits is the set of services, technologies, and procedures that are covered in all regions of Spain. Each Autonomous Community has its complementary package. Explicit inclusion of services or medical technologies into the package of benefits is one of the key aspects of market access in Spain, as no reimbursement framework exists.
The Common Package of Benefits updates mostly relate to the expansion of screening programs, enhancement of primary care diagnostic capabilities, clarifications for oral health care access, and the medical aids field. Some examples of the changes are provided below:
- The non-face-to-face care modality is now explicitly included in the Package;
- Screening for critical congenital heart disease (with pulse oximetry) and for tyrosinemia type I were incorporated into the neonatal screening program for all newborns;
- Multiple diagnostic tests were included as part of the primary care package of services, such as rapid diagnostic tests for respiratory viruses including influenza, COVID, adenovirus, respiratory syncytial virus or Epstein-Barr virus infections, and cardiovascular markers (e.g., troponin test);
- Ambulatory blood pressure monitoring, home respiratory polygraphy, anoscopy, and some other procedures were explicitly included as part of the basic diagnostic procedures performed in primary care in the adult and child population;
- Multiple tests and procedures, including intestinal overgrowth test, ergometry, quantitative acoumetry, esophageal pH-metry, electromyography, and some others, were explicitly included as part of the diagnostic procedures with access from primary care, equating the capacity of indication with hospital care, guaranteeing coordination between the two levels;
- Access to oral health care has been clarified and standardized across the national territory, especially for individuals with disabilities or severe behavioral disorders;
- Two new types of contact lenses for correcting aphakia in cases of congenital pediatric cataracts were added to the catalog of ortho-prosthetic benefits.
