Newly introduced services in the Russian High-End Medical Care lists in 2021

On December 28, 2020, the Government of the Russian Federation released a Decree which approved the program of State Guarantees in Health Care for 2021. The program determines the average level of financing of health care services, but most importantly, the two lists of procedures covered as part of the High-End Medical Care. These lists are subdivided as follows:

  • The types of care included in the basic program of compulsory medical insurance, financed at the expense of subventions from the budget of the Federal Fund for Compulsory Medical Insurance to the budgets of territorial compulsory medical insurance funds (list I)
  • The types of care not included in the basic program of compulsory medical insurance, financed at the expense of subsidies from the budget of the Federal Compulsory Medical Insurance Fund to federal state institutions and medical organizations of the private health system (list II)

The newly introduced changes in the High-End Medical Care lists concern the cardiovascular, neurological, ENT, surgical procedures, endocrine, orthopedics, dermatology, and other technology groups.
