Consultation process for the new out-patient flat-rate system open in Switzerland

On February 7, 2023, the entity working on the new out-patient flat-rates, Solutions Tarifaires Suisses AG, announced the beginning of the consultation process for the work on version 0.3 of the new out-patient flat-rate reimbursement system. The comments can only be submitted by the tariff partners that established this body (associations of health insurers curafutura and santésuisse, as well as the association of hospitals H+, an association of physicians FMH, and medical tariff commission MTK/CTM). The consultations can be submitted until March 31, 2023.

Solutions Tarifaires Suisses AG submitted the new out-patient flat-rate system to the Federal Council for final approval in the middle of January 2023. On November 15, 2022, a new body called “Organization for Outpatient Physician Tariffs AG (OAAT)” was founded under the leadership of the Bernese government councilor. It involves all tariff partners (associations of health insurers curafutura and santésuisse, as well as the association of hospitals H+, an association of physicians FMH, and medical tariff commission MTK/CTM), who have joined forces in order to reach the goal of improving the outpatient reimbursement system.

This laid the foundation for jointly developing a new physician tariff system that would benefit everyone involved. In the coming months of 2023, the two existing tariff structures (the out-patient flat-rates and the TARDOC system for individual outpatient services) are expected to be combined into one system.

The new system (consisting of both out-patient flat-rates and the TARDOC system) is expected to be ready in June 2023 and should be approved by the tariff partners by November 2023. After approval, it will immediately be submitted to the Federal Council for final approval in 2024. The new system is expected to enter into force on January 1, 2025.
