Applications for the Appropriate Care Framework program are now open in the Netherlands

In May 2025, ZonMw announced the launch of the subsidy round “Preparatory implementation activities Round 1” as part of the Appropriate Care Framework program (2024–2028).

The Appropriate Care Framework program (2024–2028) supports the development of knowledge and research infrastructure to guide decisions on which care should be reimbursed under the basic health insurance scheme based on the principles of value-driven care: care that is effective, relevant to the patient and ensures optimal use of people, resources, and materials. The program is a joint initiative involving all healthcare stakeholders, with ZonMw, the Dutch Healthcare Institute (ZIN), and the Dutch Healthcare Authority (NZa) as strategic partners.

On May 13, 2025, the subsidy round “Preparatory implementation activities Round 1” opened. This round focuses on preparatory (de)implementation activities that can be carried out for a healthcare intervention that is currently reimbursed under basic health insurance. The aim is that, by the end of the project, a concrete plan of action for an upscaling strategy will be in place.

For applications concerning medical specialist care, the proposed project must address topics included in the Care Evaluation and Appropriate Use (ZE&GG) Implementation Agenda

The total subsidy budget available is €1.2 million. Up to €600,000 has been allocated specifically for applications within medical specialist care. The maximum budget that can be requested per individual research proposal is €50,000 for a maximum project duration of 18 months. The deadline for submitting a detailed grant application is July 3, 2025.
