Updates of Healthcare Implementation Communique (SUT) published in Turkey in March 2020

On March 3, 2020, the Reimbursement Commission made major updates to the SUT. The main changes relate to the increase in reimbursement fees of procedures (reimbursement fees increased depending on the type from 10% to 30%).

Healthcare Implementation Communique (Sağlık Uygulama Tebliği, SUT) is legislation created in 2007 by the Social Security Institute detailing the rules of fees and prices for medical products and services.

Reimbursement fees for procedures and devices were established in 2007 (Healthcare Implementation Communique, SUT) with significant updates in 2013 and only minor adjustments several times a year since then. Minor updates related mainly to pharmaceuticals.

However, in September 2019, the Reimbursement Commission made serious changes to the SUT regarding medical devices: reimbursement fees of medical devices increased depending on the category from 5% to 100%.

On March 3, 2020, the Reimbursement Commission also made major updates to the SUT.

The fees of 9074 procedures were updated, including the following:

  • Outpatient examination fees - 30 percent increase for university and education and research hospitals, 10 percent for other healthcare providers
  • Laboratory procedures, radiological imaging tests, nuclear medicine procedures, blood components, surgical procedures, physical therapy and rehabilitation procedures, dialysis treatments, hyperbaric oxygen treatments, and intensive care treatments - 10 to 25 percent increase
  • Dentist examination fees - 30 percent increase
  • 10 percent increase was made in special procedures, especially cancer surgery, and 20 percent in intensive care services
