The 2023 procedure coding system (NCMP-NCSP-NCRP) released in Norway

In October 2022, the Norwegian Directorate of e-Health released the procedure coding system for 2023.

The coding system consists of three parts: NCMP for medical procedures, NCSP for surgical, and NCRP for radiological procedures. A total of 54 new codes will be introduced from January 2023.

A total of 19 new surgical procedure codes (NCSP) will be implemented in 2023 concerning neurology and neurosurgery, neurovascular, cardiovascular, eHealth, diagnostic imaging, pulmonary and airwaves, radiotherapy, nephrology, peripheral vascular, and surgical procedures. Some examples are provided below:

  • AAD11 “Evacuation of chronic subdural hematoma via burr hole”
  • ZFX05 “Use of thrombectomy instruments”, which is an additional code and can be used with the primary procedures only;

A total of 17 new radiology procedure codes will be implemented in 2023; some examples are provided below:

  • FNY00B “Endovascular occlusion of coronary artery”;
  • FNY01B “Image-guided intervention on coronary artery bypass”;
  • KAB06D “Needle biopsy of the kidney or renal pelvis, CT-guided”.

A total of 18 new medical procedure codes will be implemented in 2023; some examples are provided below:

  • AAFE31 “Amplitude-integrated EEG (aEEG)”;
  • AAFE32 “Continuous EEG monitoring (cEEG)”

The French National Authority for Health (HAS) released new recommendations about add-on reimbursement of medical devices and medical aids from the meetings of the National Commission for Evaluation of Medical Devices and Health Technologies (CNEDiMTS) in May 2023. Twenty-one recommendations were published in relation to the registration, modification of registration conditions, and renewal of registration for devices in the List of reimbursable products and services (LPPR). Opinions concern cardiovascular and peripheral vascular, endocrine, ENT, gastrointestinal, and orthopedic devices, as well as medical aids.

On May 23, 2023, the Ministry of Health and Prevention published an Order in the Official Journal of the French Republic setting the tariffs for the medical telemonitoring activities covered by social health insurance in the context of the new framework. The tariffs will differ whether they bring an organizational or clinical (improvement in quality of life, morbidity, or mortality) benefit.

In May 2023, the government revised the national budget and proposed changes in the central health administration's roles, organization, and responsibilities to be implemented on January 1, 2024. The reorganization includes the merger of the Directorate of Health and the Directorate of e-Health.

On May 17, 2023, the Ministry of Health and Prevention published the 2023-2027 Digital Health Roadmap. The new roadmap specifies the priorities and the projects to be carried out by 2027. One of the key objectives is to support the implementation and extension of telemonitoring to more chronic pathologies.

In late May 2023, the Norwegian Directorate of e-Health released an updated version of the Norwegian Laboratory code (NLK) system to be implemented no later than July 1, 2023. A total of 142 new codes were added, 33 codes were terminated, and 122 codes were amended.
