Five health apps reimbursed for remote monitoring in oncology since April 2026 in Belgium
In Belgium, the reimbursement framework for health apps (applications mobiles médicales) is overseen by the National Institute for Health and Disability Insurance (INAMI/RIZIV). The supporting administrative framework, managed by industry associations beMedTech and Agoria, is the mHealthBelgium validation pyramid, which consists of three levels:
- Level 1 – the app is a CE-certified medical device;
- Level 2 – additional ICT criteria fulfilled, and reimbursement application is submitted to INAMI/RIZIV;
- Level 3 – reimbursement within a specific care pathway is approved by INAMI/RIZIV. This level is subdivided into two sub-levels: Level 3- ("light"): the app has not yet demonstrated sufficient socio-economic benefits and is still generating additional evidence; reimbursement is temporary; Level 3+ ("plus"): the app has demonstrated sufficient socio-economic benefits and can be reimbursed on a permanent basis.
In April 2026, five health apps were added to Level 3+ of the mHealthBelgium validation pyramid, meaning regular reimbursement, within the specific care pathway “Remote monitoring of oncology patients”:
- moveUP (by moveUP);
- Noona (by Varian);
- Malea (by Medtronic);
- RemeCare (by Remecare BV);
- Resilience PRO (by Resilience).
The reimbursement conditions are defined in the National agreement concluded between hospitals and insurance organizations (Convention entre les établissements hospitaliers et les organismes assureurs, 2019, last updated on December 2, 2025). Two packages (lump sum reimbursement) were introduced for “Initiation of oncological remote monitoring” and “Oncological remote monitoring”.
The agreement requires that apps include validated patient questionnaires, a clinically robust alert system with graded alerts (including those generated from patient input and free text), and clear notification mechanisms for care teams, including patient identification and graphical symptom tracking. In addition, apps must be accessible across platforms (Android, iOS, and web browsers) to ensure broad patient usability.
