National Cancer Strategy for 2025-2030 published in Norway

In February 2025, the Ministry of Health and Care Services published Norway’s National Cancer Strategy for 2025-2030. The strategy was developed by the Norwegian Directorate of Health and made available for public consultation in September-October 2023.

The new cancer strategy focuses on five key target areas, each with specific goals and implementation actions:

Target area 1: Norway as a pioneer in cancer prevention and early detection. The key goals include the following:

  • Eliminate cervical cancer and other cancers caused by Human papillomavirus (HPV);
  • Offer precise, high-uptake screening programs, including potential new screenings for lung and prostate cancer;
  • Diagnose cancer at an earlier stage to improve prognosis.

Norway currently has three national cancer screening programs (cervical, breast, and bowel cancer). During the strategy period, the Directorate of Health and a working group will explore introducing lung cancer screening, while regional pilot projects assess the cost-benefit of national prostate screening using PSA testing. The strategy also aims to enhance personalized screening through artificial intelligence (AI).

Target area 2: Improving patient outcomes. The key goals include the following:

  • Each health region must establish at least one hospital accredited as a Comprehensive Cancer Center (CCC);
  • A CCC must offer services across all phases of cancer care, including prevention, screening, diagnostics, treatment, follow-up, and palliative care.

Target area 3: Enhancing user-oriented cancer care. One of the goals is to expand digital home monitoring to improve patient convenience and care.

Target area 4: Increasing survival rates and longevity. The key goals include the following:

  • Provide genetic testing and precision diagnostics where applicable;
  • Establish a national multi-purpose innovation center ("Catapult") for testing, piloting, simulation, and visualization to drive innovation and competitiveness in the health sector.

Target area 5: Ensuring quality of life for cancer patients and their families.
