Economic evaluation of telemonitoring to inform public decision-making in France

On December 30, 2020, the French National Authority for Health (HAS) published a report "Economic evaluation of telemonitoring to inform public decision-making", based on the systematic literature review.

The authors performed a systematic review of the literature on studies that have implemented a medico-economic evaluation of medical telemonitoring according to the defined scope, covering the period from January 2013 to May 2020. The results from the analysis of 61 studies (including a French study) were discussed by 19 experts gathered in two working groups:

  • Seven experts were selected to provide methodological expertise;
  • Twelve experts were selected in order to provide targeted expertise with regard to the telemonitoring experiments to which they have contributed and in order to discuss the brakes and levers for the deployment of telemonitoring in France.

The conclusions of the HAS were drawn up from the analysis of medico-economic evaluations, opinion of the experts of the working groups, but also on the elements to be taken into account for the deployment of remote monitoring with regard to the French context.

Among the selected studies, four medical areas are highlighted: cardiology, which remains the most represented medical specialty and concerned various pathologies and monitoring programs, pulmonary diseases, mental health, and the monitoring of patients with diabetes. In general, the results of the cost-utility and cost-effectiveness analyzes showed a positive trend of telemonitoring in terms of efficiency compared to usual monitoring.

According to the results of the review, telemonitoring can be considered as a way to improve the organization of care and reduce care costs.
