Updates on the Hospital reform in Germany
On January 28, 2025, the Federal Ministry of Health (BMG) provided updates on implementing the Hospital reform in Germany. The following developments were outlined:
- The BMG has drafted a regulation to shape the Transformation Fund, which aims to support restructuring hospital infrastructures. The Transformation Fund was established for ten years starting in 2026. It will be financed with up to 25 billion euros from the liquidity reserve of the Health Fund;
- The Service Groups Committee, with an office at the Federal Joint Committee (G-BA), has been established further to develop the legally defined service groups and quality criteria;
- The Institute for Hospital Remuneration Systems (InEK) has developed a grouper to assign the inpatient cases provided by hospitals to the 65 service groups. The grouping manual is expected to be published on the InEK website shortly;
- Additionally, InEK has developed a "programming guide," which software companies are currently implementing. Once InEK certifies these software solutions, the grouper can be used in individual hospitals. The grouper will be regularly updated and adjusted to reflect the ongoing development of the service group system.
