New opportunity to apply for Joint Scientific Consultations is open within the EU HTAR framework

On January 07, 2026, the submission period for Joint Scientific Consultations (JSCs) requests under the EU Health Technology Assessment Regulation (HTAR) framework opened. This marks the third submission window opened by the European Commission for JSCs under the HTAR. Two submission periods were concluded last year.

JSCs allow developers to consult on study planning for their products, focusing on the data and evidence needed for an eventual Joint Clinical Assessment. This process is intended to support more efficient evidence generation and improve the overall quality of submissions.

Developers of medical devices and medicines can now apply for the following planned JSC time slots:

  • Briefing document by 07 April 2026;
  • Briefing document by 04 May 2026;
  • Briefing document by 08 June 2026.

JSC requests must be submitted via the HTA IT Platform by February 04, 2026. As access to the platform can take a few days, early registration is recommended.

The briefing document is a more detailed dossier submitted after a JSC request has been approved. Templates for medical devices and in vitro diagnostics (IVDs) can be accessed here.
