Two thematic horizon scans in the cancer field were launched in Sweden

In October 2025, the Swedish Dental and Pharmaceutical Benefits Agency (TLV) launched two new thematic horizon scans focusing on cancer care. The scans aim to identify innovative medical technologies that may be evaluated within the national Orderly introduction framework for medical technologies. Stakeholders, including industry representatives, are invited to submit proposals by November 30, 2025.

Decision on the update of the CCAM Classification published in France

On October 18, 2025, the Decision of the National Union of Health Insurance Funds (UNCAM) on the update of the list of procedures and services covered by the Health Insurance, including the CCAM Classification, was published. The updates do not include new codes and concern adjustments of tariffs and billing rules for conventional radiology procedures. The Decision also implements the update of technical packages for CT scanners, MRIs, and PET scans set by the Medical Convention.

The preliminary version of the 2026 OPS procedure coding classification released in Germany

On August 13, 2025, the BfArM (Federal Institute for Drugs and Medical Devices) published the preliminary version of the 2026 OPS procedure coding classification. The OPS, together with the ICD-10-GM, forms the basis for the reimbursement systems in outpatient and inpatient care in Germany. The final version of the 2026 OPS procedure coding classification is expected to be published at the end of October 2025.

Initiated and published mini-HTAs in Norway since early 2025

Since January 2025, three MedTech-related mini-HTAs were initiated in the areas of men’s health, in-vitro diagnostics, and diagnostic imaging as a part of a framework for the managed introduction of innovations "New Methods" in Norway. Furthermore, 11 mini-HTAs were published in this period, including cardiovascular, e-health, gastrointestinal, men’s health, and spine areas.

Med Tech-related health technology assessments from NIHR in May 2025

In May 2025, the National Institute for Health and Care Research (NIHR) in England released five Med Tech-related assessments in its HTA Journal, which concerned the evaluation of high-flow nasal cannula therapy in pediatric critical care, assessment of IVD tests for guidance of antibiotic treatment, and the results of the research on clinical and cost-effectiveness of first-trimester ultrasound screening for fetal anomalies. HTA Journal publishes research reports on the effectiveness, costs, and broader impact of health technologies for those who use, manage, and provide care in the NHS, and informs NICE guidance.

In April 2025, the National Institute for Health and Care Research (NIHR) in England released five Med Tech-related assessments in its HTA Journal, which concerned the evaluation of prognostic models of metastasis in colorectal cancer, assessment of e-Health platform for low back pain and the results of the “CONtact TrAcing in Care homes using digital Technology” trial. HTA Journal publishes research reports on the effectiveness, costs, and broader impact of health technologies for those who use, manage, and provide care in the NHS, and informs NICE guidance.

2025/26 NHS Payment Scheme released in England

On April 4, 2025, NHS England published the final NHS Payment Scheme (NHSPS) for the 2025/26 financial year (starting on April 1st), defining payment mechanisms for the provision of NHS-funded hospital and ambulatory care and some public health services. No significant changes were made to the general payment model. The key changes include the introduction of reimbursement for activities from Community Diagnostic Centres and a new Best Practice Tariff to incentivize shifting suitable procedures from day case/hospital to outpatient settings.

On March 19, 2025, the NHS Innovation Accelerator (NIA) announced 28 new innovators (“Fellows”) with healthcare solutions awarded to join the program in 2025. NIA provides intensive, tailored support to proven healthcare solutions, helping to accelerate their adoption and maximize their impact across the NHS. Awarded innovations concern e-Health, in-vitro diagnostic, gynecology, neuromodulation, and sustainability.

New CCAM codes to be introduced in France

On December 24, 2024, the decision of the National Union of Health Insurance Funds (UNCAM) regarding the update of the CCAM Classification of procedure codes was published in the Official Journal of the French Republic. Changes include registration of three new procedure codes, modification of billing notes for certain procedures, and amendment of modifiers. The updates are expected to come into force on February 1, 2025.
