MTRC released the report on reimbursement of diagnostic testing for COVID-19 in Europe

COVID-19 pandemic seriously affected European countries. One of the key aspects of managing the epidemic is the timely testing of potentially infected people. 

This report summarizes the reimbursement situation for COVID-19 in European countries with established reimbursement framework for in-vitro diagnostic tests (Belgium, France, Germany, Netherlands, Switzerland and Turkey).

The 26-page report answers the following question:

  • Is there any reimbursement for IVD testing for COVID-19?
  • What kind of tests (e.g. PCR or serology) are reimbursed?
  • What are the reimbursement tariffs?
  • Are there any restrictions for testing?

Changes in laboratory analyses tariff setting in Switzerland

On May 1, 2024, the Swiss Federal Council adopted a message to amend the Federal Health Insurance Act (KVG) following a parliamentary mandate, which requires a change in how tariffs for laboratory analyses are determined. Instead of being set by the Federal Department of Home Affairs (FDHA), the tariffs of tests in the List of Analyses will be determined through negotiations between collective bargaining partners, streamlining the inclusion of innovative analyses and slowing down the increase in healthcare costs.

Laboratory test nomenclature updated in Finland

On April 18, 2024, the updated version of the Finnish Laboratory Tests Nomenclature was published by the Finnish Institute for Health and Welfare (THL) to come into force on May 1, 2024. A total of four new codes were introduced in the in-vitro diagnostic field.

New procedure and diagnostic codes added to the private reimbursement schedule in England

In April 2024, the Clinical Coding and Schedule Development (CCSD) working group, which develops and maintains procedural and diagnostics nomenclatures for private payers in England, published Bulletins 195 and 091 with changes to be implemented no later than June 12, 2024. Ninety new procedure codes and five new diagnostic codes were implemented in ENT, gastrointestinal, in-vitro diagnostics, nephrology and urology, neurology and neurosurgery, pulmonary and airways, orthopedics, robotic surgery, men's health, and general surgery fields.

Med Tech-related technology assessments and clinical guidelines from NICE in March 2024

In March 2024, the National Institute for Health and Care Excellence (NICE) published two new Health Technology Evaluations using early value assessment (digital health technologies to help manage symptoms of psychosis and prevent relapse in adults and young people, and digital technologies for managing non-specific low back pain). Furthermore, three new clinical guidelines were published, four clinical guidelines, and two Health Technology Evaluations were updated.
